Yandex opens its webmaster guidance with a statement of purpose and a caveat, and both are worth taking at face value. The goal of the search engine is to lead the user to an answer as quickly as possible; a good site is one that gives people what they came for.

The framing that shapes everything else

Yandex puts it plainly: a site people can read and navigate is “not a bad start”, but the search engine is a complex piece of software, and for it to read everything on the site, the site has to be designed with that in mind. Two audiences, one artefact — and the technical recommendations that follow exist because the second audience has no eyes.

What the guide promises

It covers the basic steps of building a site that is indexed and ranked correctly, and helps avoid mistakes that damage ranking. And then the caveat, stated without hedging: following it does not guarantee traffic, because in the end only the quality of the resource determines its popularity.

Why that caveat matters commercially

It is the same position Google takes, expressed more bluntly. Technical work removes obstacles; it does not create demand. A perfectly crawlable site answering a question nobody asks will rank for nothing, and no amount of further technical work changes that. Any proposal built on the opposite assumption — that visibility follows from configuration alone — contradicts what the search engine itself says.

The recommendations divide into three kinds: things that stop the robot seeing content (structure, indexing, hosting, graphics), things that shape how the site appears once seen (presentation, search results, markup), and things that reflect judgements about quality (usability, links, content, behaviour). The first kind is where a site is either legible or it is not. The second and third are where competition actually happens.

The honest sequence

Fix what blocks indexing, then make the pages worth finding, then make the result worth clicking. Reversing that order — optimising snippets for pages the robot cannot properly read — is the most common way to spend a budget without moving anything.
