Quora Ads targeting works best when you match ads to the questions people are reading, not to who they are. The platform offers contextual targeting (topics, questions, keywords), behavioural targeting (interests, keyword history, question history) and audience targeting (website visitors, lists, lookalikes). Strong accounts start contextual, add retargeting early and widen to behaviour once conversions are tracked.
Quora is unusual among ad platforms because intent is written down in the question itself. Someone reading a thread titled about choosing payroll software is telling you what they need. The job of targeting is to put your offer next to that sentence.

What targeting options does Quora Ads offer?
In Quora Ads Manager, targeting is set at the ad set level. When you create an ad set, you choose a primary targeting type, and each type behaves differently.
- Contextual, topic targeting: show ads on questions tagged with chosen topics, such as Small Business or Accounting Software.
- Contextual, keyword targeting: show ads on questions that contain chosen keywords.
- Contextual, question targeting: pick individual questions by URL. The narrowest and often the most relevant option.
- Behavioural, interest targeting: reach people based on topics they have engaged with recently, anywhere on Quora.
- Behavioural, keyword and question history: reach people who recently viewed content containing chosen keywords or specific questions.
- Audience targeting: website traffic from the Quora pixel, uploaded contact lists and lookalikes built from either.
You also set location, device, platform and language filters. Leave broad filters open at first unless your product only serves a specific country or operating system.
Which targeting type should a new account use first?
Start with question targeting and keyword targeting. They are closest to search intent and they tell you quickly whether Quora readers care about your offer. Topic targeting is useful, but topics on Quora are wide, and a topic like Marketing covers everything from career advice to jokes.

Build your first question list by searching Quora for the problems your product solves. Look at threads with recent views and answers. Ads Manager shows weekly view estimates for each question, which helps you skip dead threads.
An example first setup
For example, a bookkeeping app for freelancers might launch three ad sets with a daily budget of 20 to 30 dollars each. One targets about 40 hand-picked questions on freelance taxes and invoicing. One uses keyword targeting on terms like invoice template and self-employed tax. One retargets site visitors from the last 30 days. After two weeks, compare cost per conversion across the three before adding anything else. These budgets are an illustration; scale them to your own cost per lead.
How do you avoid wasting budget on the wrong questions?
Quora reports performance per question and per topic. Open the ad set, switch to the breakdown view, and sort by spend. Questions that spend without clicks or conversions should be excluded. Do this weekly in the first month, then every two weeks.
Keyword targeting needs negative thinking too. A keyword like free will put you on questions about free alternatives to paid tools, which may be the opposite of what you want. Add exclusions at the ad set level, and review the questions your keywords actually matched.
- Exclude questions about careers, salaries and homework unless they relate to your offer.
- Exclude competitor-hate threads; readers there are rarely ready to try something new.
- Check language: an English keyword can match questions translated across Quora’s language editions.
- Watch for questions that are years old but still get views; they can work, but check the context.
How do audience and lookalike targeting fit in?
Install the Quora pixel through Ads Manager under Pixels and Events, either directly or through Google Tag Manager. Track at least a page view and one conversion event such as Generate Lead or Purchase. Without this, you cannot retarget, build lookalikes or let the bidding system optimise.
Once the pixel has collected a few hundred visitors, create a website traffic audience for the last 30 or 60 days. Retargeting on Quora is cheap relative to most social platforms in many accounts, and it reaches people while they read related content.
Lookalikes come next. Quora lets you build them from pixel audiences or uploaded lists, with a choice of similarity levels. Start with the closest match, check performance against your contextual ad sets, and only then widen.
Matching creative to the targeting
Targeting and copy have to agree. An ad on a question about tax deadlines should speak about deadlines, not about your full feature list. Quora supports text ads, image ads and promoted answers. Text ads blend into the reading flow and often earn clicks from curious readers; image ads stand out more but feel like advertising.
Write headlines that answer or reframe the question. Keep the body to one benefit and one action. If you run question targeting across several themes, split them into separate ad sets so each theme gets its own copy.
Bidding and measurement settings that affect targeting
Quora offers manual cost-per-click bidding and automated options such as conversion optimisation. Use manual or maximise clicks while the pixel is new, then switch to conversion bidding once you have a steady stream of conversions per week. Automated bidding needs data; without it, the system guesses.
Set conversion windows in line with your sales cycle. A long consideration product may need a longer click window than the default. Compare Quora’s reported conversions with GA4 under Acquisition with source quora to catch gaps.
How should you structure campaigns for clean targeting data?
Keep one targeting type per ad set. If you mix question targeting and interest targeting in the same structure, you cannot tell which one produced the results. Name ad sets by type and theme, for example Q-Freelance-Tax or KW-Invoicing, so reports read clearly months later.
Separate prospecting from retargeting at the campaign level. Retargeting usually shows lower cost per conversion, and if it shares a budget with prospecting, the bidding system will pull spend toward the cheaper audience and starve new reach.
- Campaign 1, prospecting: question, keyword and topic ad sets, each with its own copy.
- Campaign 2, retargeting: site visitors 30 days, cart or form abandoners 14 days.
- Campaign 3, expansion: lookalikes and interest targeting, launched only after the first two have data.
Review frequency in the retargeting campaign. Small audiences see the same ad many times, and performance drops once people tire of it. Refresh creative every few weeks or widen the window.
Where to start this week
Search Quora for ten questions your best customers would ask before buying, and note their weekly views in Ads Manager. Install the pixel and confirm one conversion event fires. Then launch a single question-targeted ad set with copy written for those ten questions and a modest daily budget.
Give it two weeks, review spend by question, and cut the bottom third. That one cycle teaches you more about your Quora audience than any persona document.
