Performance Max costs are whatever budget you assign, but ROI depends on how well the campaign is fed and measured. Budget enough for the algorithm to learn, set a target based on real margins, and judge results by incremental profit, not just platform-reported ROAS. Brand search and existing customers can inflate Performance Max numbers if you do not separate them.

Performance Max is Google Ads’ goal-based campaign type. One campaign serves ads across Search, Shopping, YouTube, Display, Discover, Gmail and Maps, with Google’s automation choosing placements, bids and creative combinations. Advertisers supply goals, budgets, assets, audience signals and, for retail, a product feed through Merchant Center.

Performance Max Costs and ROI: How to Budget and Measure It — overview
How much budget does Performance Max need?

There is no universal minimum, but the system needs enough conversions to learn. A practical rule many advertisers use is to set a daily budget that can afford several conversions a day at your target cost per acquisition. If your target CPA is 40 and the daily budget is 20, the campaign can barely complete one conversion every two days, and learning will be slow.

Plan for a learning period of a few weeks after launch or major changes. Avoid editing budgets, targets and assets constantly during that time, because each large change restarts some of the learning.

  • Start with a budget that supports several conversions per day at target cost.
  • Change budgets in steps, such as 15 to 20 percent, rather than doubling overnight.
  • Separate products or services with very different margins into separate campaigns or asset groups.
  • Keep a test budget aside for creative experiments.
How do you set a target that reflects real profit?

Target ROAS and target CPA are bidding instructions, not business goals. Work backwards from margin. If a product sells for 100 with a 40 gross margin, a ROAS of 2.5 spends exactly that margin on ads. Profitable ROAS for that product is higher, depending on fulfilment and overheads.

Conversion values make this easier. Passing profit-based values, or values adjusted for margin, into Google Ads lets bidding favour profitable sales rather than simply high revenue. For lead generation, import offline conversions such as qualified leads or closed deals from the CRM, so bidding chases leads that turn into revenue.

Which reports actually show where money goes?

Performance Max was criticised early on for limited visibility. Google has since added more reporting, including channel-level performance views, search term insights and asset reporting, though detail still varies. Use what is available rather than treating the campaign as a black box.

  • Channel performance: how spend splits between Search, Shopping, YouTube and others.
  • Search terms and insights: which query themes drive conversions.
  • Asset group and asset reports: which images, videos and headlines perform.
  • Product reports in Merchant Center or the Products tab: which items get spend and sell.
  • Placement data: where Display and video ads appeared, to add exclusions if needed.

Brand traffic and existing customers

Performance Max can capture branded searches that would have converted anyway through your search campaigns or organic listings. Use brand exclusions where available and compare branded search results before and after launch. For acquisition goals, use the customer acquisition setting with your customer lists so the campaign values new customers more.

How do you measure incremental ROI?

Platform totals tell you which conversions Google attributed to the campaign, not how many would not have happened without it. Incrementality testing answers that. Options include geo experiments, where some regions run the campaign and others do not, and Google’s own conversion lift studies where eligible.

A simpler check is a structured before-and-after comparison of total business results, accounting for seasonality. If Performance Max reports strong ROAS but total revenue and new customers barely move, much of its credit is shifted from other channels.

What feeds better results?

Performance Max works with what you give it. For retail, product feed quality is the largest lever: clear titles, accurate categories, good images and correct prices. For all advertisers, a full set of assets, including video, prevents Google from generating weak defaults.

Audience signals guide early learning. Customer lists, website visitors and custom segments based on search themes help the campaign find the right people faster, although the system can expand beyond them.

How should Performance Max sit alongside other campaigns?

Most accounts keep Performance Max next to standard Search campaigns rather than replacing them. Exact-match search keywords that match a query typically take priority over Performance Max for that query, which lets you keep tight control over your most important terms. Brand search is often kept in its own campaign for the same reason.

Standard Shopping and Performance Max can overlap for the same products, so decide which campaign owns which part of the catalogue. A common pattern is Performance Max for the main range and a separate campaign for products with special goals, such as clearance or new launches.

Feed-only versus full-asset campaigns

Some retailers run feed-only Performance Max campaigns without images or video, to concentrate spend on Shopping placements. This can help when creative assets are weak, but it limits reach across YouTube and Display. Test both approaches on a share of the budget before choosing one for the whole account.

How Alien Road applies Performance Max

In a typical engagement, discovery reviews conversion tracking, margins by product line and how branded search performs today. We fix measurement before raising budgets, because bidding optimises towards whatever conversions it receives.

Setup includes campaign structure by margin tier, feed improvements, full asset groups, brand exclusions and customer lists. We import offline conversions for lead generation clients. Measurement combines platform reports with total business results and, when budgets allow, a geo test. Monthly reporting shows spend by channel, top search themes, product-level profit and our estimate of incremental return, with a short list of changes.

Where to start this week

Open your Performance Max campaign and check three things: whether brand exclusions are set, whether conversion values reflect profit rather than just revenue and how spend splits by channel. Fixing the first two often improves real ROI more than any bid change.
